New addition to the REACH Candidate List

The REACH Candidate List of Substances of Very High Concern (SVHCs) – which now has 242 entries – was revised in November 2024 with the addition of triphenyl phosphate (CAS 115-86-6). This is used as a plasticiser in the production of polymers, and may also be present in coated textiles and leathers, adhesives, and sealants. In addition, triphenyl phosphate may be added to polymers as a flame retardant treatment, particularly in cellulose nitrate and cellulose acetate.

Inclusion on the Candidate List does not prohibit this chemical from being present in consumer goods, although legal obligations will apply if it is present at levels exceeding 0.1 per cent. These include registering the product on the ‘Substances of Concern in articles or complex articles (Products)’ database (‘SCIP’) and submitting a notification to the European Chemicals Agency (ECHA) if more than one tonne of the substance is imported into the EU per annum.

These obligations currently only apply within the European Union, as the substance is not yet listed within the UK version of REACH.
